Vigilantes shouldn`t have an iff. it just looks kinda weird. bounty hunter iff, police, nacy etc all look wrong.

Freelancer would seem the best choice but I personally don`t see the point in an iff.

also, I think only omega 3 and 7 should be allowed, since those 2 systems are trader highways.
