Liberty high indie capship count

I think the problem Not Amused is pointing on is the fact Liberty BC can take out (nearly) all cruisers in game if not piloted by someone who's first-time in cap. Meaning that oone else have equivalent oponent for it.

Thats it, it just seems like an unfair balance of power falling onto Liberty that shouldn't really be there.
