Special RP request for big ships would be nice tho, but in rough example, I don't want to get in situation when a player whom I dislike and who dislikes me get's to decide whether my RP is good and if I CAN fly what I want to fly.

So again, special RP requests. At least for BSes if nothing else... But even for cruisers it would be fine, after all, majority, no, almost all of peopel in sirius do not get to fly capital ships, yet in our space, thigs that fly are actually 40-60% capital ships... No good.
For the record, I don't believe giving factions control of battleships will solve anything. I am, however, open to the idea of change, and it is certainly an option I am willing to trial, especially since Special RP requests put more strain on the Admins. If it turns out worse than the current situation, we can always go back, right? No harm in trying.
After all, if we don't try to actively solve the problem, then we haven't the right to complain about it.

However, if you see a faction member 'lolwutting' then you can contact the appropriate faction leaders to resolve the issue. I encourage anyone who feels the behaviour of any LR- member they encounter is sub-standard to contact me in regards to it.
