It's not really steampunk... It's more what steampunk would be if it used magic instead of steam. Magic 'lightning rails', airships, magically lighted street lamps (in one city, at least). It's interesting because the general power level of the campaign setting is low (high level NPCs are quite rare), but magic is very pervasive.
