How do you make... Hm... How can i explain it...

How can I make a fully outfitted stationary battleship, that doesn't already exist.

Example: dockable zoner juggy. (not what I plan to make, but an example).

Also one more question, but this one doesn't need to be answered, how can I make custom NPC patrols?
