I think the intent is to make sure lawfuls are not green or neutral with unlawful bases ... ie: BHG hanging out near unlawful bases and not getting fired upon ... and the same with unlawfuls hanging out near Manhattan without being fired upon.
The trouble comes with the neutrals ... Junkers technically are neutral ... except they are enemies with corporations (their competition). But I agree ... Junkers are neutral with the house militaries, police, etc.
