Yes they are, just look at the ini files, trust me, they are there.

Honestly i dont think lawful gallic bribes should have a high percentage at gallic bases, they arent terribly lawful in gallia, just a little less unlawful then in Sirrius, in general that is.

As for the auto rep, I dont fly around with my junker in kusari space so i cant really comment on that, but junkers should not be auto neutralled with gallic lawfuls. As far as my understanding goes the auto rep currently makes no positive adjustments and i think it should stay that way, at least for now.

It's not the rep ninja its the lopsided rep Junkers begin with in Gallia--its a little awkward and random I think. Some shippers ok, police not, council not, etc. I haven't microanalyzed it just patched it and not worried a lot over it. not to difficult to fix--though nearly all of mine were done in the day where there were no bribes. Bribes make it a lot simpler and faster.
