Now, I take great offense to this. The Kusari Government didn't have a hand in the implementation of the Rep-Ninja. One player suggested the spark of that thread to the Junkers in the chat we have to ensure that things don't get personal, and it was debated over hotly. In fact, nothing at all was said about anything regarding Junkers in the Kusari Government in the past year. This was simply the best solution that was reached by both Kusari Semi-lawfuls and Junkers to solve the number of independent Junkers who were docking on lawful Kusari bases, which their ID prohibited.
Now, the question comes up as to why the Junkers are restricted from landing on lawful Kusari bases. Think about this one for a second:
Kusari is saturated with Hogosha propaganda. Even if Samura were surpassed by Kishiro, Hogosha influence would remain. The Hogosha are engaged in a secret underground war with the Junkers. Do you think their propaganda towards them would make people buy from Junkers? Foreigners, as a general rule, are untrusted, but Junkers are a step below normal foreigners in Kusari society. Only a desperate, crazy Kusari or a blatantly rebellious Kusari (*Cough GC *Cough*) would buy from a Junker. Any sensible Kusari would be either afraid of dishonor or a visit from the Hogosha. In reality, the Hogosha could not do anything about it, but the fear is there, even in fairly-liberal Honshu. Furthermore, can any Kusari really trust a Junker and his goods? From what they know, anything a Junker brings will be detrimental to Kusari culture and destroy the delicate lives they live. Such is the culture in Kusari and it is so incredibly permeated by propaganda to keep it that way.
Now, this sentiment did not come from the Kusari Government, as far as I can tell. If anyone, it might have come from myself in the ID thread, however, that was a while ago and I cannot find the thread using search. Even if it did originate with me, it was shared by a large opponent of mine, Kuraine, who designed the IDs. It wasn't a Kusari Lawful/Semi-lawful who put this into place, but rather the leader of the GC. I find that thought quite comforting, actually.
I do agree with the end of that statement, though. Use it to your advantage. Junkers are devious. Somehow, I think that unlawful Kusari and the Taus have a greater audience for you. Jump Holes are your friends. :)
