Just had a quick question.. Who are the HS?

They told me they have a contract to enforce law in the Tau-23 system.. they took a load of my.. Ardamine-Cay. They have Freelancer ID/Tag. According to the ID, I can't see them having the ability to demand contraband in an infinite ZoI..

Can someone point me in the right direction>
