Another thing to add to Gallia's quick development, is that their sleeper ship was much larger than the others. Allowing it to carry more supplies.
The only thing I believe people see in Gallia are its highprofit trade routes requiring oorply fixed reputations (all those battleships you have to pass along the lanes and gates)
Edit: As I discussed on skype with a few others. People generally come to Gallia to look at the shiny new things and in the process get blasted by Gallic Royals (as their RP has them do).
And afterwards they believe that to be the only RP to be found there and leave. People refuse to involve themselves in Sirian-Gallic RP and take flamethrowers to those who do. Such as what occurred with the Treaty of Reunion.
