The definition you have presented is indeed correct. It is also the essential agreement between the KNF and those nasty pirates you mentioned.

Now, said agreement does not preclude the sharing of intel between said parties. You have pirated traders and friends of both parties to the agreement. You are, in essence a common enemy, and therefore a threat to the ceasefire, should your pirating be condoned by either side.

What either party chooses to do with the intel about your actions is totally at their discretion.
