Unless you are securing a trade route, which generally is done by force if you're a smuggling faction. Like the Outcasts. Ever wonder why there are so many Outcast fighter patrols-- hell, an entire military base-- in Tau-23? The only difference is that one involves mining lasers and the other involves money.
