There are people agreeing with me. Tell me why Blanket Bounties even exists, because they'll make just any idiot take it as excuse to kill every crap they see? Hence why I see every few seconds a Death Message with SeaCensored in it? I mean that guy is just the best example, flying around see a hacker who hasnt done anything yet and shoot it up. (By the way he could maybe be born as a Hacker, working in a Pub, never harmed a person and flying around - Do you think he deserves to die?)
People do actually moan about piracy, but its fine at the moment. If you have something against it - Go ahead, make a thread and dont bring PIRACY into a thread about the BOUNTY BOARD.
And no, I dont want to play a silly Bounty Hunter, I just dont want to. Come on Athenian, is it so hard to look onto the Bounty Bord and chose a few people you want to kill today? I mean you can move anywhere as Bounty Hunter.

Bounty hunters can fly around and shoot down pirates, just like they should. And they get paid for it, just like they should. Some people are better at it than others - some people roleplay it better than others, and some people do the PvP thing better than others - that seem to be the problem here - some guy has chosen to play a hunter and is successfully taking down unlawful characters. That is perfectly suited to game lore - one rumour on Rostock is a hunter bragging about how he has taken down over 300 criminals. This bragging on the forum about kills is a direct result of players demanding that there be forum rp for hunters - they have to be aware of the forums so they can claim payment; and because they do the forum rp they get accused of bragging....its a no win situation.
The blanket bounty boards were established originally around a year and a half ago (sleipnir set up one for the BPA) and zapp has had the LPIs one up and running for a long time. The unlawful factions followed suit. No one complained (apart from one person who went to the trouble of posting non rp posts in the rp section of the forum objecting for the same reason you mention - because he wanted to fly a pirate ID ship and not be regarded as a pirate). Blanket bounties brought an element of forum roleplay to what was previously a kind of free-for-all. Requirements (an admin announcement) were put in place to stop people making up bounties so they could go around shooting everyone. It's now in the rules.
Of course you'll see poor quality play if you stick around Liberty. These blanket bounties are a different kettle of fish elsewhere. And in their own way they help to remove some of what had previously been even worse behaviour. Observe the limits players impose in the bounties.
Bounty hunters are required to check the forums. It is the only freely available ID where knowledge of the forum is a prerequisite. What you propose would make the ID unplayable, and I say that as someone who's been roleplaying a bounty hunter for a long time. It's already restricted enough. Alt-tabbing in and out of the game to check every single other ship logged on is a ridiculous and unworkable solution to what is, in the grand scheme of things, and, within the context of the game, a perfectly believable situation - some guy gaining the upper hand on unlawfuls foolish enough to get caught by him. That's my chief objection to your demand for more rules - someone chose to play a particular way, he's not breaking rules ( to the best of my knowledge) and no more restritions are needed rather than deal with it in roleplay (anything can be dealt with in role-play - one ship is a mere trifle)
