Mmm I see your point. However, they aren't really acting like Zoners. They operate in all house spaces, without retriction, and they don't enjoy the same neutrality as Zoners do, or the same types of diplomatic relationships for that matter. They are clearly affiliated with the "BIG THREE" which puts them immediately at odds with unlawfuls, whereas Zoners tend to have worked out an agreement with the factions that they encounter. So honestly, there are a few distinguishing characteristics that define them. It is true that they do have their hands in quite a few pockets. When talking straight IC, I think that Sovereign has it correct.
