And yes, add some more NPC gunboat (or higher) encounters where appropriate. Example given: Main gates to house main worlds - shouldn't they be defended by capital class ships? Especially if said house is in war with another house.
And if this is being considered doable, give the high level (or all of them) NPC proper 'discovery' armor upgrades, because the ones they have now are either broken or not giving the right amount of armor, they are too easily oneshot minirazor killed. And their shields are for some reason not the same as the player character class 10 shields.
The wishlist goes on: NPC trade vessles. Easy pickins' ey? Can they be fixed to? Please? Pretty please?
