I've never liked the fact that Ivan keeps taking his Kishiro down there to try and mine gold to bring back to kusari, just seems completely out of character to me.
The RP for Samura and Kishiro going into Dublin was written in by the devs with the mining mod. They are supposed to be doing it. Sorry, talk to Cannon and Dusty if it bothers you. Honestly it's not that far off from their closest base at Stokes. Sure it's dangerous, but with the profit to be made, it's well worth it.

And yes, that is exactly right AJ. The Hogosha are supposed to be using every opportunity they can to take over territory from the Junkers. Their goal is taking over the black market and the underworld all throughout Sirius, not just sitting in Kusari.
As you can see HERE, the Black Dragons joining the Sirius Crime Syndicate is a means to help achieve that very goal.
What is our ZOI? That's kind of a complicated question. For smuggling reasons it's anywhere we can smuggle and get away with it, all part of us trying to push out the Junkers. We also frequently go into Corsair territory for obvious reasons. For other purposes, as in what we would call our territory (with varying degrees of actual control):
Northern Leeds, Tau 29, Tau 31, Kyushu, New Tokyo, Honshu, Shikoku, Hokkaido, Kepler, Galileo, Okinawa, Sigma 13, Sigma 19, and Sigma 17.
You'll notice most of those systems are actually considered Kusari space by the KNF, with the exception of Okinawa where we have a base and Kepler/Galileo which are Kusari border systems that we are trying to get control over. Both Kepler and Galileo have had a large Junker presence in the past and we're trying to drive them out. Pretty successfully apparently as the Junkers don't go there to raid Samura and Kishiro convoys as much as they used to, in fact since we started showing up to oppose them they've almost stopped completely. Sigma 17 has a friendly base in planet Kurile where we can freely dock and operate from and Sigma 19 has the Luxury Liner Hawaii where both us and the Corsairs meet frequently for business deals. Sigma 13 is a hostile area for us with both Junkers and GMG in the area, but it a very good place for us to raid both of their operations and is very easy for us to get to as there are links to both Honshu and Sigma 17.
I would agree that Cambridge and Manchester are kind of pushing the limits. I personally never go there unless I'm smuggling and even then it's really rare. When smuggling I prefer to stick to border worlds as going into house space is dangerous. If one of us was there for a reason other than that and there was no good RP for it, as in they were just camping lanes to hit traders, then yes they probably shouldn't have been that far out. Even New London is hard to reach since the BAF have a lot of military forces in the Planet Leeds area, not impossible to get to, just difficult enough that we shouldn't risk it without proper backup and good reason. Remember too that the BDS do a lot of espionage for the Kusari government since they can go a lot of places others cant with their ties to the underworld. So in those cases, it's not unheard of for a BDS to be a little deeper in the BAF territory. Yes it's very dangerous, but we're paid well for information by the Emperor.
