I'd agree with your estimation of ZOI and activities above, for the record.
I was originally a bit put off by the appearance of BDS in Bretonia, but it made enough sense to make sense. (If that makes sense.) Leeds, it's half Kusarian. New London is the logical fringe except for very special cases.
