The only difference in a Guard system is that you are freely allowed, if you are part of the faction that owns / controls that system, to do those things allowed under the faction / guard system rules. Kill transports, blow up underlevels, tax those people who don't belong, cause general mayhem ... but at NO time are you EVER relieved of your requirement to actually Role-Play with the person you are attacking.
