what the QCP are arguing for, is for their ID on the tech chart to go from red to white for outcast weaponry and/or ships(not entirely certain about ships)
this means that what weapons privateers will have would be decided by outcast factions, and yeah 2 krakens on a ship seems reasonable to me:)
this would allow QCP to have reasonable use of outcast guns, while preventing indy privateers(ID can be purchased and worn without being a QCP member) abusing full kraken loadouts on their Templar or what not.
tl;dr: QCP are not looking for green cells
the alternative is a load of SRP's changing constantly
