What nooblet means here is that restricting capital ships to factions only excludes alot of smart independent players who simply dont get along with either factions, or faction leaders or leaders of factions or factions that consist of leaders or keywords.

But yeah seriously, there are some good independent players out there who wouldn't deserve their ships being crippled.
Although an capital ship registry and actually doing something to restrict a capital ship purchases in some way would help.

Actually, it means independents who do not conform to a faction leader's viewpoint on RP, usually biased, and definitely subjective, will be crippled.

But, eh.

Capital ships are not as dangerous as everyone makes them out to be. Stop trying to restrict and nerf them further.
