Call the ship BPA/RFP/KSP/BHG|-Shipname, and put the local shipping company ID and IFF on it, go fly and play as police/hunter.
Worked for the [RM] for years.
But since there is next to no inner house trade big police tradeships make not much sence. If the local police needed something to transport, export or import, they would contract their local shipping company.

So join Republican/Universal/Bowex/Samura and fly their nice and shiny 5000 Cargo ship.
