You can't expect this many players, each with their own level of intelligence and maturity to be responsible for each other. Most will simply want to alter the mod as they see fit, in the ways where they'll benefit the most from it.
There has to be a line, a line which states the control of higher authority of a group of responsible players who think for the community. The group is currently known as the admins and devs. Of course, few agree with their ideas all the time. Therefore community involvement should be increased in order to take in the wishes of the masses and handle them accordingly to enrich the experience with the mod.
This is no easy task and we're constantly trying to improve it.
A short summary - a group still holds power over the course of the mod, but they'll have to listen more to the crowd who play it.
