Got to disagree with you here Ivan, the reason for the rule is much like Dusty said. I remember the amount of Q-Qing and crying from the Junker when they were told they couldn't dock in Kusari, we tried everything we could bar actually rep ninjaing the ID. Still Junkers were docking on New Tokyo. Aside from that, there is consequences for the larger faction when members of it muck things up. The rep ninja was the right move, because it was impossible to tell them not to do it.
Same thing with the pirating, too many Junker whatever hanging half a lane from Munich, robbing miner and then flying next to them to go sell. The problem is it was an abusable ID, get to pirate, get to land anywhere in Sirius, police and military not allowed to just assume you are a criminal. In fact I believe it was said that treating a Junker like criminal without reason could be considered pvp abuse and get you sanctioned. This Nerf was along the lines of every other Nerf that came about from abuse of the mining mod. It was necessary to stop people pirating right outside a base and then docking on it to sell the goods, anywhere in Sirius.
