When I ran the Congress, I tried to get independent junkers to do it right. It resulted in packs of indies going "We don't need to do it the .:j:. way we're not in your faction pthbbbt" Further attempts at convincing just caused misplaced videogame raeg.
So we had one unofficial faction going all-out pirate in the houses and making unauthorized .:j:. ships to try and sully the faction, another trying to bait the Congress into a shooting war, and people generally just calling faction members bossy elitists.
Admin intervention really was the only way.
The Kusari rephack caught me off-guard as it was unannounced and got me blown up in Colorado because the initial hack had not only KNF and KSP set to hostile, but Samura and Kishiro as well. Naturally due to past drama I blamed someone who I assumed had the ear of people who could make this happen, when in reality it was just a massive wave of ID abuse that had to be curbed.
The No Piracy In House Space rule was an unfortunate necessity, as the Congress liked to tip over the odd smuggler too and that is all but impossible nowadays. Trust me when I tell you that I wish it could have been solved any other way, it hurt the faction's RP as much as it solved the problem.
I am glad that the "Salvager is now classed as a gunboat and may now be engaged by capital ships" rule got overturned, though. That one was a bit much.
