Sure, Junkers are mostly smugglers, but they are also pirates. How else do they rp the salvage war in kusari if they can't pirate salvagers there? How do they enforce thier debris rights in other houses if they can't tax in the fields? How come junkers can collect the debris, back the pirates if they are shot at by the prey, haul the loot, and threaten and nobody bats an eye, but they can't start the scenario. How does that make any sense? Junker piracy should be like junker smuggling, not seen by house security forces, but suspected. And, just like in life, if a junker is caught, that junker is chased down and apprehended, but not the whole group. You don't arrest every taxi driver just because one went nuts and started jacking passengers.
As to guncam footage of junker piracy, that's just silly. I've played here several years now, and never once have I had a house security officer chase off the pirate because of guncam footage. The answer is always, "This evidence is all inconclusive, it doesn't show who started the fight. And your comm recordings just show him talking bad about somebody. That doesn't give you the right to shoot him." If it's not good enough to get the pirate chased out, it's deffinately not good enough to warrant a fr5. Not to mention the fact that if the Junker is pirating then it's most likely one of the ones that does smuggling and isn't worried about not being able to dock at BMM stations anymore. Heck, it's bad rp for junkers to land at a good portion of the lawful stations. Take Baltimore for example. The yard has known ties to Xenos, so Junkers shouldn't be docking there, and should be suspicious of those that do. In that case, why can't junkers pirate ships coming and going to show thier displeasure of Baltimores Xeno support?
This rule has hurt junker rp massively. There is another answer. Make it so only congress sanctioned junkers can pirate in house space. That sounds like something they would do, and it has corollaries in real life. Think privateers here. Junkers given writ by the congress to go boldly forth and attack enemy shipping. If they get caught by security forces, then, of course Congress has no knowledge of sanctioned piracy and there are always some bad apples. Any junkers who pirate in house space without the writ get hunted by everybody, including Congress, and also get fr5 for failure to obey junker law. This is by far more fitting for the rp than what is currently in place. Well, that's my take on it, anyway.
