Elvin I don't know where you got some of what you posted from, but it's wrong. The congress actively hunts several factions, and they have always taxed pilots who want to salvage in junker debris fields. For the npc junkers there is the tension between the junkers and the house corporations as well. The junkers aren't just smugglers who are only defensive. They maintain thier neutrality with the house security types by serving up the occaisional petty criminal (something that needs to be rp'd more), selling information to them, and aiding them millitarily. Heck, it says right in the description, the basic description, that the enemies of the junkers are Xenos, Hogosha, and House Corporations. The only way to be enemies of house corporations is to hit thier shipping...uh..in the house space they come from. The id says they pirate, the description says they pirate, the player faction says they pirate.
How do they get away with it in house space? Here's how. First, house security, excepting Kusari, are not the stooges of the corps. So when the corps come around saying, "Help, the junkers pirated us!" the security forces say, "Hunh, sometimes happens, got proof?". There starts the process of winnowing out if the proof is enough to warrant action. Not only that, but the junkers are going to be all saying,"No way, we don't pirate, they are just picking on us again! Oh, and heres the info on what Cryer was REALLY doing out in that field and the 100k you requested to aid the refit of the Mississippi."
Also there are places in house space that don't have optimum communications or lawful patrols. Places like the badlands of New York and deep in the debris fields, and the lanes that go through them. So the Rust.Rider gets close to one of those lanes in the debris fields and "accidentally" bumps it causing a malfunction. Mr. Cryer comes through and falls out in Rust.Rider's lap. There ensues the normal go round resulting in Mr. Cryer crying for help after becoming suddenly and substantially poorer. Mr. Cryer runs to the law who heads out to check the lane. The law gets there to find Rust.Rider in the same place, salvaging the debris. Mr. Law says, "Hmm, lanes down, any idea why?" to which Rust.Rider replies, "Hmm, must be the debris. Some of it's pretty big, whacks the lanes pretty hard. It's why we do this, safety first you know." "Right," Mr.Law replies,"and what of the reports of pirating we are getting from out here?" "Huh," Rust.Rider ejaculates, "I aint seen any rogues or hackers out here. You sure about those reports? Some of those corps traders are pretty flighty, they probably meant the OTHER debris fields." "Could be, I guess." states the Lawman, "But then why do you have some pharmiceudicals in your hold?" "What, these?" inquires Rust.Rider," oh, I salved these from a cryer wreck, deeper in the field. I plan on donating them to the needy on pittsburgh when I'm done here."
Ok, I'm sure you get the picture here. There are deffinate reasons and ways for Junkers to pirate in house space. It's in thier most basic descriptions. Taking away thier ability to do so really hurt the rp of junkers. And before saying, "Thats like being held up by the janitor!" well, one of my best friends got two purple hearts. He's a janitor.
