Because more friends is more money and more security. Yanagi Depot exists in RP solely because the Junkers have established its importance to all parties in the region and set up an operation for ALG. The Congress took this a step further and established a friendly but wary rapport with the GMG.
Politics and a fast mind are the foundation of being a good Junker.

The Congress does occasionally show teeth, in the same way the Zoners do. They like their peace and their space. They'll back it up if they need to and they'll start the fight if they think they can win. Good RP means thinking like your character; some people play it like they win if a fight is avoided altogether. When I led the Congress the character I played was one of those people. The guy who did all the heavy lifting for me when I led the congress and leads it now thinks along the same lines.
I'm sorry if you think in terms of 'trade faction', 'pirate faction', 'lawful faction', and so on. Some members of the faction do spend most of their play time trading between bases and I can see where this can give you the idea. Trust me when I say that the peace a lot of junkers enjoy is the result of a few well-phrased ideas shared with the right people. A lot of the worst battles have been fought already, but with the Gallia invasion coming there are far worse ones on the horizon.
Again, the ideal junkers' way to handle this is to talk it out, seed a few ideas into indirect sources and avoid combat that doesn't need to happen. Dead people are bad publicity if you are trying to establish yourself as everybody's best friend.
