Depends on how you wan to act: Do you need to prevent other ships from cruising? If not, use mini razor torpedo launcher.

Said items - except the mini razor - you can collect mostly in independent systems, or near Norfolk shipyard. I run a shop there. Of course it more expensive than on those far bases.

I'd go the same way, except I'd lose the missiles, they are very nice pieces of gear and if you *must* have missiles those are the ones I would get.
Umm yeah, switch out the missiles for a set of class 9 weps, try to mount weapons with a similar projectile speed as your Codenames.
Debs on the turrets = YES! You should be able to get Class 4 adv.Deb easily and three of them will trash a sheild in seconds. Note that Debs use a lot of power.
As for how much your Codenames are going to cost.....the better the codie, the more it's going to cost.
At a guess, your codies will set you back 8 to 10 mill....EACH.
