That doesn't move your HUD, as you can see - it's still left floating in the middle of the screen. That's what you'd use Adoxa's Hudshift for.

I don't think Jason's FL patch does that (move the HUD like you're describing, that is), but I've never tested it either. The main reason why it's not allowed for use on the Discovery server is because it adds a lot of other functionality, so I presume it wouldn't be compatible nor useful - we've already had the vertical strafing and roll functionality that it adds for years.
Adoxa's Hudshift is the fix you'd use (and the only one around, as far as I know) for moving the HUD out to the edges of the screen when you're running FL in a widescreen or other non-standard resolution. You can find a link to that in my post a bit further up in this thread.
