Whether the Sol and Sirius Nomads were connected has no effect on the present issue.
Plus if I remember correctly from reading the nomie lore (havnet read it in ages tho) the Dom'Kovash left stuff scatterd arround the Sirius sector for the nomies to find.

Sirius has a lotta stuff that they want, they see as their heritige.
Plus as Dab said Sirius is their 'home' turf, they want to reclaim not obliterate.
Plus I'd assume that the suncrusher device isnt easily cloaked, and the cloak isnt that effective.
IRP that'd mean that they get maybe one shot at a populated system.
After that, if theres so much of a whisper of it being detected, fleets get mobilized and it gets wiped out.
So they COULD pop systems that they dont HAVE to keep, but it'd be a risk after the first time.
Plus IRP, they are heavily out numberd (dates back to SP) hence their need to infect and what not.
Balance wise this is shown by the way keepers are over powerd, you're SUPPOSED to 'gank' them (IE 2-3 on 1) to have a balanced fight.
