Despite (or perhaps because of) their huge member count, the Brigands rarely act as an organized force. Rather, each community, or each base of Brigands has its own leadership and agenda. The Elder Summit, a supposed high ruling body for all Brigands, is summoned rarely and is rarely attended by each and every station leader.
Brigands have no base that serve as their headquarters, and the Elder Councils are assembled in various places. Among the leaders of the Brigands, the ones from Marne, Frejus and Boulogne are currently considered the most influential.
The two paragraphes above, do they mean that two or more Player groups representing the Brigands could become official, despite the rule stating "Only one faction per ID"?
