A paranoid mind might start to think that the Congress has provoked that crisis in Bretonia to do this, which looked like a huge power-grab, a sneaky attempt to make one more step to enforce the Congress' power over the indies. (Keyword: a paranoid mind).
Not that such plot does not fit you :-D.
Another thing: keep the indie Junkers informed about their situation. E.g. this topic was to Congress members only. So the indie junkers have to RP not being informed about it, the whole crisis and the outcome.
From - at least - a propaganda point of view, you should announce it to the whole junker population. (Obviously not he whole truth). <a biased point of view ends here>
