Regardless of if we're pests or not, we still are a recognized lawful force in Kusari. We can exert Kusaran law and destroy people doing illegal things.
If you are going to do that, you should probably familiarize yourself and the faction with the background lore that goes along with it. Regardless of that, the BDS have had certain interactions with the 113th at this point, so, they kinda know you're out to get them, so they run. Your options are a) catch them b) cry to the government c)let them go.
