At least that's how I see the 3 lawful factions in the 5 houses (although I admit I don't know if galia has something like LSF or kempetai). All part of a bigger faction which is the House's defenses. In Kusari, at least, we try to discuss about decisions that includes kusari more than 1 faction. For the other factions, I do see there could be different roles under the same ID, and could be used in different factions, like the corsairs do. My two cents.
