You've seen that wacky news maven "Tracy Lacy" on the forums, right?

Well, according to reliable sources, she began her "life" as an actual npc bounty hunter pilot. Numerous sightings and screenies have circulated.

So, she is in fact an npc character who has taken on a forum life of her own. Need the news covered? Call Tracy Lacey!
