The Outcasts may not entirely be just a big drug cartel. They have a culture, a history, and a pride in their heritage. It's like comparing the Liberty Rogues (except in the case of the Naheyiha, they are simple thugs and rogues for hire and low class hoodlums and bandits) to the Blood Dragons. Some of the more senior Outcasts may actually have a goal in mind in addition to that of making money, namely the manipulation of the control drug addiction offers in order to secure an Outcast-led, house recognized Hispanian house. Not all of them would have the exact same goals. Some may be idealists, others may be simple profit makers.
Why do you think the Outcasts fund the Blood Dragons, Bundschuh, and other socialist groups? They could easily use independent pirates who may not have moral, idealistic objections to drug use/dealing (such as the Dragons, who say that the GC's use of cardamine will be their ruin, and that cardamine is evil). There is both a possible element of profit and pride here, just like the real Mafia.
"Pawns" is in the RP sense. It's undeniable that the Liberty Rogues, GC, Dragons, Bundschuh et al are under the influence of a larger criminal organization, namely, the Outcasts. In some cases, it even explicitly states so, sometimes from the Outcasts themselves. It's an RP thing. The Outcasts aren't stupid, and wouldn't openly call their allies pawns in their company. They'd call them associates, affiliates, friends. They'd only call them pawns to each other, because that's what the thugs-for-hire, socialists signing on for $$$ and addicts are. They don't control entire planets, they control at most 5 stations and a system each or so.
The Blood Dragons are a rare exception to this. They have a rich history and own an entire system with a centuries old, city sized base. The Mollys, Bundschuh, Gaians Farmer's Alliance et al and Red Hessians stand in the middle, with moderate history and holdings. The Liberty Rogues et al sit at the bottom, with little history (except with the Nayehiya), little culture and little influence.
As for the ownership of Alpha, it is technically impossible to own it as a vanilla system, but the fact there is perpetual war with the Corsairs does mean that the 101st's ZOI extends to it. I am in the process of negotiation with the 101st as to the possibility of an alliance. As of now, the faction does not own anything, and will not act like it does.

The BLS' stance towards the Hessians is friendly. Assistance will be provided if requested, and in the event BLS gains joint "ownership" (quotes added due to the fact it is impossible to own a vanilla system), you will be allowed through.
