if you hold windows-key+r together it opens the run dialogue
type msconfig and hit enter
then you can set the pc to boot with only the processes you select.
Ideally try everything off (selective mode, everything unchecked) but with direct x, firewall and tcp/ip related stuff (there might be other stuff required, I haven't thought of). Then on subsequent boots try adding the rest back in til it stops throwing a hissy fit.
Instead, if you are not sure which services are required to make rulelancer, just check the "load system services" checkbox but not "startup items".
good thing about this method is you will be hard pushed to break anything compared to randomly killing processes. And on reboot a dialogue will appear asking if you want to keep the settings, so you can revert to how it was before easily.
Edit: but then again when it comes to windows, everything is a can of worms. Be careful.
