We, as =BSG= started shooting Outcasts early .83 because it was an IMG ID obligation.
Over the half a decade worth of uninterrupted warfare a lot of things got cleared up. CR's intention of creating a nation state in the area. Something RPly big enough to be left alone. Something the Outcasts just won't have. It wouldn't any longer just be weak miners occasionally witnessing a convoy and usually too scared to bother doing anything about it. Now CR - here the matters go up to a whole new level. When you fight for survival - and which happened because you are seen as an outright threat - you use every potential means to fight the enemy. Thus hitting the trade which is an RP and ooc source of the lion's share of Maltese income. Slaves are an added bonus because playing liberator is good PR AND you can RPly turn liberated slaves into citizens, thus enlarging your nation's number.
Solely pragmatic reasons, Primmeh. The war wasn't started and doesn't last for fun.
