Idea was that all police factions get own "heavy" ship to help with taking down transports:

Grizzly for LPI
Mjolnir for RM
Kusari Explorer for KSP

BAF can use Paladin even though it's not primarily meant for them, should probably get something extra, they used to use Havoc MKII civilian bombers

That said there's nothing keeping them from using VHFs either.
