Police have two primary jobs:
1. Interdicting freighters/transports carrying contraband
2. Taking care of ne'er-do-wells.
2a. Pirates in VHFs
2b. Pirates in Bombers
2c. Pirates in freighters/transports
2d. Pirates in gunboats
Of these, LFs can only really do well in 2b, where their maneueverability gives them an edge. In the other situations, a police in an LF will get either smoked or ignored.
VHFs, on the other hand, can handle all of the above with the exception of 2d.
A police officer flying an LF is like a bicycle cop in a world where everyone is driving tanks or semi trucks.
On my (indie) LPI I fly an Eagle, which are sold in Illinois--obviously they're intended for LPI to use them.
A couple days ago, I take off from Manhattan and here's an official faction LPI chasing down a smuggler freighter in his Libby...and not even getting through the shields. So I hop in and help take him out, and the fight's over pretty quick.
This LPI official faction...person...then proceeds to tell me that I'm not allowed to use the Eagle because it's reserved for SWAT members only. Uh...yeah, only if you're in the official faction, where they want their members to be flying around in worthless little LFs for some reason. This is why I will never join the LPI official faction as long as they're artificially limiting their members to worthless ships.
The situation might be different come 4.86, when LFs will have a speed advantage, but what then? Congratulations, you've caught up with your quarry, but now you can't do anything to him.

Yeah, that's kind of the point. LPI are supposed to be better than LN at policing the core house systems.
