Sure, but for things like interdicting smugglers, which is the majority of what I end up doing when I'm patrolling on my LPI, you only need one VHF, while a single LF wouldn't be enough.
People are a resource, and it seems to be to be somewhat inefficient to tie up multiple people on a single patrol in order to ensure effectiveness when you could have individually-patrolling officers capable of handling minor issues on their own, or calling for backup if needed. You get better coverage of your house space that way and make more efficient usage of your people.
Basically: Why use two people for a job that only needs one?
