It's not explicitly stated in the rules thread, but the consensus is that ZOI for the houses are the systems that touch a core house system. This is not interpretation of what ZOI should be, its what the consensus position holds it to be. The IDs refer to ZOI and the IDs are rule, so it's important. Following the consensus shouldn't get you sanctioned.
Outcast and Corsair ZOI is much less defined, and more worrisome from a ID/rules perspective. I used the faction supplied laws where available, and used consensus as additional input. I didn't restrict them with RP filters (eg, "don't do X in Liberty") because those are self-imposed RP limits on specific types of activity that may change later, and not a limit on the actual zone of influence that is available. I would much prefer an authoritative source for this as well, in the meantime this is what I have found to reference, and it's not interpretative.
Perhaps we can get some actual rules out of this. In the meantime I'm confident with using the consensus as data.
