The systems that are under direct house government control are listed in the server rules thread here. Go to the bottom and look at the list of house systems that are directly controlled by the house. The systems next to those are within the house ZOI but are not directly controlled by the house, and Edinburgh falls in that category. More specifically Edinburgh is a BW system, that is occupied by two Gallia battleships, so it is more under Gallic control than Bretonian control, and the icon should indiciate this (BW / Galli split with Bretonian influence)
Please do not quote the server rules as if they are the lore. That list of systems is purely for rule purposes to define where certain factions can and cannot do certain things. Ex: Junkers/Hogosha pirating, Zoners docking with large transports.
Notice that Pennsylvania is not a house space as per the rules - however in game Liberty does indeed control the system. It is considered Liberty space and the Liberty government role plays it as their space.
I understand what you are trying to do - make a map that a new player can see and understand the rules regarding what system is what. However, new players need to understand that there are rules regarding the systems and then there is role play regarding the systems. Meaning in actuality there should be two maps.
One with the systems defined as house space denoted as as belonging to their respective house (Liberty systems colored blue) and the rest of the systems denoted as non house space (gray?).
One with the systems as defined by role play/lore denoted as belonging to their respective owners. Pennsylvania colored blue. Magellan greay (BW).
