Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. A ship with a Civilian ID under level 30 can only be attacked if it enters a Guard system, attacks another player, is at the site of a battle, is in possession of a CODENAME weapon, or is in the Connecticut system.
The difference with the ID I propose is that you can engage in combat if the roleplay allows it, and it gives the player more of a House identity rather than just "I am a civilian", this gives potential political pull if a Civilian of Liberty is found pulling crimes in say Kusari. It could give foreign embassy players something to do.
