The rules say Penn is not Liberty, there's nothing in the rules about BW or EW. It also specifically excludes individual factions (houses are government). You're trying to find something to fault without finding anything. If you find an error let me know. Thanks

You're ignoring what I've pointed out.

If you're going to make a map that references the rules - BW, indy, EW are not labels for any system. Using the rules as a reference Penn is merely: Non House Space. Not BW. Not EW. Not Indy. Just: Non House Space. Same as Omicron Delta.

You aren't making a map that references the rules: You're making a map of your interpretation of the rules and the lore. Though you claim to not want an interpretation map.

Seems you aren't sure what you want or you think that your opinion ranks higher than everyone else, including that of the development team and admins.
