Guten tag both Rheinlanders and Kusarians,

I have read over this transmission recently and it seems to be a laps of communication that has caused this trouble. Allow me to apologize for this mix up and allow me to try and clear some things out.

Here is a forward of the accord signed by both the Bundestag and Council of the Rising Suns

After a quick meeting with both the security council and military leaders, in which Kusari's proposed terms were discussed, I am glad to say that Rheinland has come to an agreement between our two great nations.

Rheinland, in exchange for the right of its Military forces to enter the sovereign nation of Kusari as well as docking rights on Akita Border Station (Admiral Dietrich sends his appreciation for such gracious accommodations made for the forces under his command), has seen fit to grant Kusari Naval Forces access to the Frankfurt system as well as docking rights on Fulda Border Station. The only conditions to Kusari's entrance into Rheinland is that:

• Kusari forces may not base any offensive operations against the GMG out of Rheinland.
  
• Kusari forces are to be considered civilians once they cross the borders into Rheinland, and thus loose any right to enforce Kusari's or Rheinland's laws unless requested by the Police or Military.
  
• Kusari forces may not move beyond a perimeter of 15k from Fulda without first seeking permission from the Police or Military.
  

I hope this will be satisfactory for both Kusari and Rheinland's mutual interests?

This article indeed grants Naval Forces ships access into Rheinland, though only within 15k of Fulda border station unless granted further access by either RFP or RM officers. I am not exactly aware of where this took place, and it seems irrelevant at this point as I doubt neither Rheinland or Kusari wishes to dwell on this argument. Simply put, any and all KNF ships are allowed within 15k of Fulda border station (though the article does not bar access to Kusari capital warships, we would indeed appreciate a healthy dose of respect and forewarning if you wish to bring them into Rheinland space.) Outside of this zone, no KNF ships are allowed inside Rheinland without express permission from either RM or RFP officers, and certainty not all the way to Neu Berlin; even if escorting a civilian convoy. If the Kusari Government wishes to negotiate an expansion of the agreed upon control zone, they can forward a request for negotiations to the Rheinland Bundestag to do just such a thing. Until then, please request further access to Rheinland space from any officers on duty.
