4.86 final tasks: Rephack and Technerf config

I'm quite sad that the IMG has to have certain rephacks with certain groups which IMG iRP would normally be neutral to even friendly with, but this is very much understandable, as it is ooRPly not possible to keep the indies from abusing such beautiful diplomatic relations.

At the moment I almost wish there was a seperate ID for IMG|...
So, even though IMG is neutral to friendly to Hessians for example, they can not be allowed to dock on those bases. That is for our own good, to keep indies from ruining our diplomatics and to balance Omega-7.

Aet: Primarily for preventing lulziness reasons - there were issues with Hessian indies launching raids out of Freistadt to the point that it caused admins enough a headache that this rephack was put in place. I wager it will stay in place for that reason (RHA ID towards IMG IFF), unless you favor a Rheinland NPC battleship base looming over Freistadt (and deal with the occasional Hessian gunboat pack in front of Aland that just docks there when the lawfuls or IMG show to shoo em off). Personally, I'd prefer to keep things as is - at most give IMG an option to dock at Hessian bases, asymetrically, to bring them supplies. But that's up to the RHA to decide.

<-- that one: Didn't say I want it changed. At least this keeps us out of trouble in Omega-7. Wish it could be solved differently, but I guess everything else is not a good solution. Except maybe moving Freistadt away from the lanes, but even then we'd probably have RFP or RM swarm around it to get Hessians (un)docking there screened. And the problem with the raids would continue in that case...So, the rephack is sad but necessary.
