Zoner Juggernaut

So I was thinking of getting a Jinkusu and setting up a mobile Freeport (I know, many have done this, but thought I would give it a try for some fun RP).

But, someone just recently told me that the Juggernaut is not allowed in House space. Now, all I have read is what is one the wikia, which is this:

Cannot dock on any stations/planets/bases in lawful House space except:
■ Independent Miners Guild (IMG) Bases
■ Gas Miners Guild (GMG) Bases
■ Council Bases
■ Zoner Bases
■ Planet Erie

I also read the LAWS OF SIRIUS, and it made no mention that the Juggernaut is not allowed in House space, unless I am completely missing something.

Anyway, just want some clarification... Is the Jinkusu allowed to travel in/out/through House space and RP in there, following all rules and guiedlines of course...
