Ex: Should a base survive a siege, that base may not have another declaration against it for 2 weeks. Sieges that are declared during the recovery period will become effective after the 2 weeks is over.
That what should be implemented. Right now most good way to defend your POB - feed attackers by ultimate amounts of salt, to destroy their ability to log, constant sieging, with timezones shifts ends in moment, when attackers could grab full team, and defenders not. So in other words, its fully depend from attackers willpower and free time.
P.S. Of course current repair rate was wrong, it was supposed make siege long, not impossible iirc.
