I could see maybe the more trusted BHs being on a full time contract with the Houses but leaving something like that wide open for every n00b BH in a battleship/battlecruiser would just add to the independend problem we have right now, and a big part of them are BH's.
So get BHs to apply and if they are trustworthy then they get a contract if not they don't.
And that takes me to my second suggestion regarding bounty hunters.
The BHG ID should be split in two parts:
Bounty Hunter ID - for those who wish to pursue lawful bounties throughout Sirius. Ships will be restricted to only fighters, bombers and gunboats/gunships. BHG Core ID - for those who wish to fight the Order and Nomads in the Borderworlds. These players do not pursue bounties, but they are allowed to use cap ships (because fighting in the Borderworlds is what these ships were constructed to do) in addition to everything that normal Bounty Hunters are allowed to fly.
